Yes they do. Yet if the "mail in" ballot comes in AFTER the vote is registered. It becomes a provisional ballot(investigated ballot)
Provisional ballots are not counted unless the vote is close. As we have all learned "investigations" can be anything the election officials want it to be.
Example: Are they both official ballots? "Yes. Approved" (un-reverent question)
Meaning if the those investigated ballots improves their candidates chances the provisional ballot will be counted.
