Can’t the Haitians lean on their next door neighbors, the Dominican Republic? They shate halves of a large island land mass.
Do they even have a regulated border or do Haitisns and Dominican Rs cross back and forth freely and without regulation?
It’s a tropical climate. Can’t Haiti grow all the food it needs and export more for goods they can’t grow or make? Should be readily exploitable fertile land for abundant crops. Tropical exotic timber could be cut in a responsible manner and sold for wealthy home and furniture builders.
Tourism should also be able to flourish in Haiti with beach resorts and perhaps gambling casinos? I know I’ve seen resort vacations advertised in the D.R., at discount prices. I don’t see the same advertised for Haiti; I’m curious as to why.

From what I’ve read, the Dominican side of the island has a WALL to keep the Haitians on their side. They do NOT traverse back and forth between the two sides. The DR knows about the Haitians and wants NOTHING to do with them.
