I am a civil engineer by trade, and this tragic incident illustrates the single biggest reason why I will never sign off on a transportation plan or street design that accommodates bicyclists and motor vehicles on the same roadway.

Virtually all non-highway roads allow bicyclists. It does not need to be signed off by an engineer. I assume you're referring to bike lanes on roads. If local ordinances permit bike lanes, and in many cases mandate them, as part of new construction I'm curious how you have the discretion not to sign off on them if they meet design standards?
