In many cases, they have leverage on those living here, i.e. family that either benefits or gets punished back in the PRC based on their cooperation.
Numbers that large, a successful and productive people, and having an established community here, they are in politics, the military, Intel service, scientific community...
The PRC simply has to go on a somewhat targeted fishing expedition and they will get their spies.
