The whole “alien” narrative that exploded in the 1940’s and 1950’s was for the purpose of covering up the U.S. government’s involvement in physics bending scientific research. The Manhattan project never ended.
They need to continually bring in new physicists to develop the tech and the way they keep them quiet is to tell them...
“This is alien technology that we want you to help us understand. You can’t tell anyone that we could provide unlimited energy, faster than light travel, etc... or else they will freak out, create mass hysteria and lose their religion. You will be the good guy for keeping this secret from them.”
The powers-that-be retain their control over the energy/defense/banking industries and everyone is happy. (except the people who are stuck living 19th or 20th century lives in the 21st century.)
I think you are on to something here. Nonhuman instead of extraterrestrial is a tell. I am thinking something that has been here since the beginning, is not our friend, fought a war against the Creator, lost and was damned for trying to destroy God’s creation of man.
I agree with your general point—that is the concept of Richard Dolan’s breakaway civilization.
However—I do not think this is a case of either/or.
I think it is both.
The Deep State is playing catch up on legitimate non-human technology.

Most of publicly known science is obsolete trash—as Terence McKenna said “designed for making toys for well behaved children”.
I am unfamiliar with the people that you mentioned.
Besides the mere existence of the advanced technology, what evidence or arguments do they provide for the extra-terrestrial origin of it?
Advanced tech in and of itself doesn’t require alien life.
My argument is that alien life doesn’t exist and is being used as the “limited hangout” for the government created tech that is being hidden from us.
All of the evil things they do to us involve “limited hangouts”.
JFK => “Russia did it and we needed to cover it up or else we would have gone to nuclear war.”
COVID => “It came from a lab in Wuhan. We didn’t create it ourselves for the purpose of transferring trillions of dollars, ushering in a bio-security state and stealing an election. The Chinese did it and all of that other stuff just happened by chance.”

I said “non human intelligence”.

Other than the biological specimen point, I don’t see anything in there that uniquely supports extraterrestrials. To me, it all seems to fit with my hypothesis.
I used to have some belief in the ancient civilization hypothesis however there is one fact that to me completely destroys that theory....food.
If there was actually an ancient global civilization, potatoes, tomatoes, tobacco, maize, apples, etc...should have been on both sides of the Atlantic during first contact with the new world. The fact that it wasn’t, convinces me that an ancient global civilization didn’t exist.
And like Bigfoot, they can’t be seen by people with cameras

You don’t noodle out the secrets of how to get from impossibly far point A to B, or here, to spread tree hugger tripe, you’d be doing it for either conquest, or because you might find actually cool beings that might have some insight into things you’ve technologically missed/neglected or resources scarcer than your origin worth exchanging...
