Dyumin has long been seen as an emerging star in Putin’s entourage, rising to the deputy head of the GRU, Russia’s military intelligence agency, and is thought to have led special forces in the annexation of Crimea in 2014.

In 2016, Putin appointed him governor of Tula region, where he gained a reputation as an effective and relatively popular administrator, distinguishing him from several other former bodyguards whom Mr Putin has promoted to senior positions.
In May this year, he was recalled to Moscow and made head of the State Council, an advisory body, in what was seen as preparation for higher office or even to become Mr Putin’s successor.
