There shouldn’t be a federally funded NIH in the US.

No NIH, CDC, DHS, HUD, Dept of Education, and many others. Constitution says military, Post Office, and currency is fedgov duties. Am I missing any? Rest is up to the states.
Post Roads; Foreign relations (treaties); Taxes, Duties, Imposts and Excises to provide federal services; federal courts; census; foreign and interstate commerce (though the latter one has been misinterpreted since the 30s). Few other odds and ends.
