I doubt any money went through their accounts.
Donations would made in their names, in the dark without their knowledge.

they really don’t need the bank account number.
they just need the contact’s info.
they can zelle or pay pal money in to the PAC without the donor getting a sniff of what’s happening

My understanding from the information shared so far isn’t that they are accessing the people bank accounts.
Instead if anyone has donated into ACTBLUE then they are using the ACTBLUE account to hide where the additional donations are coming from. A forensic audit of the donations would reveal the actual source of the funding as I’m sure it’s all electronically transacted given the number of transactions. A good DA should easily be able to get a warrant for that based on either a complaint or apparent (excessive donations) violation of campaign finance laws...I suppose it’s technically a financial crime of some type as well, just not sure what to call it.
