Rowe deceptively answered/denied this while (I’m sure) assuaging his conscience that he didn’t perjure himself.
He denied denying the Trump team’s request, but his clarification included that the resources simply weren’t available, so no blame for the denial should fall to him, implicitly, he was simply conveying the truth (as he saw it, while having helped to arrange it).
But, of course, he had quite a bit of involvement in how whatever resources that were available were spent. He lied right to his questioners
