If [Biden] is not running and name can’t be changed, then in those states voters only have the choice of Trump and whatever other names appear for the minor parties (Green, Peace & Freedom, Constitution, etc).

My understanding is that Biden’s name still appears on the ballot, so voters can still vote for him/his elector. The question becomes can the elector vote for whoever the party’s representative is at that time, even though it isn’t Biden? I think the elector(s) can. The danger is that voters who know Biden isn’t running and see his name won’t know enough to vote for his elector anyway by making a mark beside Biden’s name.

If the ticket is Biden-Harris, Harris will still be POTUS, RE the Constitution.
