Yup. I think the assassination attempt went poorly for their side on multiple levels. I think they may fear that it can be traced to the upper levels of government. If Joe dies, then the rest of them can shrug and say, "I guess that senile old dead guy was hatching a crazy plot. I certainly had nothing to do with it!"
