Section 4 of the 25th states that ‘Whenever the Vice President and a majority of either the principal officers of the executive departments or of such other body as Congress may by law provide, transmit to the President pro tempore of the Senate and the Speaker of the House of Representatives their written declaration that the President is unable to discharge the powers and duties of his office, the Vice President shall immediately assume the powers and duties of the office as Acting President.’

I wonder if that means the Cabinet can initiate the process themselves, or even do it without the VP, or against her desire.

In theory it is possible but the cabinet is mostly political hacks not exactly known for risk-taking...and the current clowns have zero leadership skills.

There is no upside for them.

That’s the big problem with XXV. Congress can remove the President at will and pretty quickly, if they have the balls.

Allowing them to set up a kangaroo court to decide the POTUS is out because they “follow the science” is giving them more power than they deserve.

The word and is legally important. It doesn’t say or. Thus the VP must be a part of it were it to come from cabinet. The congress can bypass the whole sorry lot althogether
