The only restriction Amendment XII creates pertains to votes in the Electoral College.
There is nothing to say President and VP cannot be from the same State, this wo;uld be particularly true for an appointed VP.
What is not allowed is for Electors from a State (California, in this case) to vote for two people from their State.
So, assuming that Harris and Newsom ran as a ticket, California’s 53 Electors could vote for Harris OR Newsom, nut not both.
Not to worry. As I have posted, over and over here since December 2022, Newsom/Whitmer is the ticket, this was decided a LONG time ago, the charade they are playing has two purposes:
First: When Biden steps down, a huge rush of air goes out of the GOP balloon. All the FJB retards will be so busy celebrating they may even forget to vote.
Second: There will be little time to start up an opposition to Newsom. This man has one of the biggest gender gaps in American politics (he has fantastic hair, after all), and he will play “those wascally wepublicans being MEAN to me for all he’s worth.

The 12th amendment only prohibits Electors from voting for more than one person from the same state as themelves.
Filling a vacancy is an act of Congress, not the Electoral College.

One would need to change their state of residency as Bush/Cheney 2000 did. They were both Texans, but Cheney changed to Wyoming.
