I am re-planting, different brand, back to Burpee, never had a problem. I’m in Zone 6, but still enough time. We have plenty of squirrels, but no chipmunks here, although a few miles away there are plenty. The squirrels are too busy robbing the birds suet to dig up the seeds!
I thought of one other thing at 3am this morning, LOL!
Beans need WARM soil for good germination. Could that first planting been put in the ground too early?
I had another poster with that same problem earlier this season - they had put their beans into cool soil and got little germination.
Now that it’s MORE than warm, you should see them pop right up in a matter of days. Keep them well watered, too! :)
