My first interpretation of the headline was that it was a monument to women that had been beheaded.

Why did the artist create a monument to women who were beheaded in the first place? Artist should have known the monument would end up headless!

I had the IDENTICAL reaction to the headline. Took a moment to come up with the alternate interpretation. Remember when they taught us to read newspaper articles with care back in grammar school. I have a feeling that the headline writers never took that class.
Same here, which is what made me click on the piece. Idiots in journalism these days.
