those are the spacecraft thrusters, HE is not used on those
the HE leaks are from the service module
But the original question was “what’s toxic? Why do we care in space if it’s toxic?”
If the spacecraft lands, you have toxic unburned hydrazine for the spacecraft thrusters (not the service module thrusters). Right? And that is potentially toxic to ground crews.
