That’s another of the long, long list of quotations falsely attributed to Mark Twain. He never wrote that or said it in a speech, and he would never have been ungrammatical enough to use a plural pronoun in referring to a single person.
I googled it and there are dozens of references. It has also be attributed to George Carlin and many many others.
“Words to the effect”, as requried on all Army Criminal Investigation reprots, kinda like “on or about” in reference to time.
