how would a properly designed system even allow that possibility?

Definitely scratching my head to the point of hair loss on that one. Would be interested in some followup / clarification.

In the Walkerton case, heavy rains flooded the reservoirs with manure, which they weren’t testing properly or chlorinating properly.
