As a retired 30 year LEO I can tell you in my day that whole incident would have lasted no more than 5 minutes.Nowadays, LEOs are expected to display superhuman levels of patience and exercise incredible restraint!

I think that’s a British thing. Nope. Confusing various different tenses of the two separate verbs "to lie" (meaning "to repose") and "to lay" (meaning "to place down") is an ignorant thing.
Probably started because the Imperfect Tense of the verb "to lie" is "lay" - which can be mistaken for the Present Tense of the verb "to lay."
Still inexcusable!

Rather, the mistake has merely become widespread - like the confusion regarding "its" and "it's."
