Where does the washing part come in. I admit having scant knowledge in this sort of thing, but sounds to me like the girl’s hair hadn’t been washed for three weeks. The pre-school woman probably felt sorry for her.

Locs are dreadlocks or teased hair put in twisted curls. It cannot be combed but can be washed. just wash and go.
I had a friend who had some. She ended up shaving her head to get rid of them. I was so afraid of what might be hiding
in there.

They’re not always teased or even twisted. Often they’re just tightly braided, like the picture in the article. But they can be damaging to the scalp if not done right.
