Seems to heavily depend on the council and troop.
My son and husband heavily involved, no problem. Lots of scouts get thru fast around here, but not everyone (some in the Nick of time).
I was 15 in April 1972 when I passed me Eagle board of review. Still getting around on a bicycle. A couple months later I was old enough (15 1/2) for a learner's permit on a motorcycle. Better transportation to Summer school.
