The networks have been radically altering how the schedule their shows since streaming and cord-cutting began.
The whole concept of "seasons" is over. Networks have been moving to 10 episode "seasons" now. Both "Young Sheldon" and "Ghosts" ran only 10 episode seasons this year, and Blue Bloods' 18-episode final season is being split in half, with 5-months between both halves, effectively splitting the show into two "seasons."

After Friday's episode, the voice-over said that next week was the "season finale" at 9 episodes.
The IMDB entry for this season of Blue Bloods shows 18 episodes, so the network decided to cut the season into two mini-seasons in order to get one more prime-time season out of it.
