Compared to most Catholic and Protestant nations, yes the Germans had some of the most Jews aside from of course, Poland.
Germany especially in more modern times but prior to the Nazi’s, was actually one of the better places for them.

Today of course, that 12 year period of German history (the Nazi era) defines this more than 3,200 year old culture and people.
Less than 1% of prewar Germany population was Jewish. And yes, they were very comfortable there. The early Reform movement replaced Jerusalem in their prayer book with Berlin.
