In another article, they say that the stampede was set off when chunks of concrete fell from a construction project. The horses are enured to the sounds of London streets, but evidently they’re not OK with falling construction debris.
Imagine how often this happened before automobiles when the city streets were FULL of horses.

Horses are big, strong and heavy animals that can easily be startled and caught up in a ‘flight’ mode when their routines or surroundings are changed.
Some horses, as those who work with riot police, must have been trained to stay calm and on track, even with people screaming curses and throwing things all around them.
I think, having a familiar rider in the saddle also helps them to stay calm.
Horses and cattle can be spooked by anything out of their normal routine. Maybe Camilla went for a walk..................
I saw a low flying Huey startle some horses. No one was hurt but they took out a split rail fence. It was a scary moment.
