Taking a guess here, but I am pretty confident that blacks, as a demographic, are net positive over monies given to them by the government and federal taxes paid.
Or, at the least, pay the lowest tax rate as a group.

In the early 90's, I went on a tour of the Boeing plant at Ridley Park PA.
with the American Society of Mechanical Engineers (ASME).
During the tour, we were shown a 12 axis CNC Ultra Sound machine
that was used to inspect the composite panels of aircraft.
The guide told us that it was used it verify that every square centimeter
of every V22 Osprey Fuselage panel was perfect as per Government contract.
However the panels of the 777 were only subjected to random testing
once they have determined that they had perfected the composite layup.
