Microwave energy and infrasound can be precisely targeted in ways that make them hard to detect outside of the target and the path to it. The radar technology known in the US as AESA (Active Electronically Scanned Array) consists of a flat panel with many small electronically aimed microwave emitter/receivers that can be precisely aimed at and follow a moving target.

It would be a relatively easy to adapt such a device to target people and to develop a version that uses infrasound. CIA personnel walking down the street can be hurt in that way with little immediate sign that they are under attack.
