Bootlegging is a southern tradition and still going on today. People still don’t like to pay the man for their drink and they like to stick it to the revenuers.

I went to college in North Carolina in the early 1950s. I learned there that there is "drinking liquor and selling liquor."
My divorced father rented a room from two ladies near the Pentagon where he worked. The ladies' father was chief of police in Alexandria. He was also the town's chief bootlegger. The ladies served us some of the best whisky (5 year-old shine) I have ever tasted.
