We need to reinstitute insane asylums for these folks. No more living on the streets Either they get involuntarily committed if they are a danger to others or sent to jail if they are druggies with a dozen different rehab assignments or they find a place to live. For the 2% that are normal but have fallen on hard times, gubmint should provide some assistance to get them off the streets
