It's not that memes here and there are off topic. I can't imagine finding someone who WANTS to rule on 'proper subject matter' (ain't nobody got time for that!). No one would agree with such sorting, and advocating for 'nipple piercing with darts' or 'naked gardening' are hills few would want to die upon. It's that regular, long extensive posts of on and off topic memes may interest some and not others, or may interest but at a later time (then the link is handy). Breaking up the long scroll and varying content/presentations seems to work because others post memes here and there without long 'download' style presentations that Powerline uses. Linking the rest (collections of memes) seems best.

While some are conservative or political, others are just for fun and those can tend to dilute the Q realestate. For example, the Covid memes fit but the 'nipple piercing with darts' or naked gardening can be anywhere on the forum.
