My guess: The Plan needs this to be dragged out a bit longer.

Maybe because it needs to be discussed over days/weeks in order for the idea to sink in to most people’s minds.

I just read a headline that SCOTUS denied an appeal by Nick Sandman. I wonder if that is a similar situation.
