The qualification for joining NATO is as per NATOs own rules, which they can change if the members see fit. Events can change circumstances, which can induce changes in policy.

So what? At one time all of the former Warsaw Pact countries were too corrupt and dictatorial to join NATO. But they wanted to clean up and they did. No reason why Ukraine couldn’t do the same thing.
