The reaction is so extreme it looks like it out of a Monty Python movie.
It a "fake" (or "meme" if you prefer), in this case applying footage of Nimrata. IIRC, the video was originally of the reaction in some sports bar to a game, and people have been modifying it ever since by putting any number of things on the "screen."

Pretty sure someone is pulling our collective leg by overlaying the Haley video over the deciding moment of some big sporting event.
