There are a couple of possibilities. There are no living hostages. Or the people who have the hostages are not under the control of whoever might be trying to negotiate. Hamas has a name, but it’s probably more a crowdsourced strategy than an organization. Meaning the “leadership” is the leadership only so long as they provide money and supplies. This is the exact reason the West provides money and supplies, so they have someone to deal with. The loyalty of the Hamas’ “subordinates” is as fickle and transitory as teenage fashion.
My guess is there are no living hostages. I wouldn’t negotiate with Hamas anyway.
