Tiny home shelters are popping up in cities like LA and Sacramento. They have services for getting jobs, medical and mental health care, among others. They also provide a mailing address. Screening for new residents is also done.
Unsurprisingly they do have more than their fair share of law enforcement visits.
As a society we must do more for those unable to function temporarily or in a more permanent way. It’s a step in the right direction hopefully.

Gee, I wonder how far you have to walk to find a place to pee or poop or take a shower? How about storing food and cooking? The governments in the US, local/state/federal continue to prove the only thing they are proficient at is winning elections and wasting tax payer money.

Why not go full Oscar the Grouch?
Buy large garbage cans at Home Depot. When the occupant dies, only two pallbearers are required to move them to the cemetery and the can can be reused by the next occupant.
Luxury condos would be roll on trash bins.

My wife and I paid $2500 for a single axle camp trailer that was in very nice shape and $4500 for a larger tandem axle trailer in even better shape not very long ago. Both were light enough to tow behind our 2001 Astro Van. We were able to sell each for a little more than we paid for them because we make things better while we own them. They were both fully self contained with useful kitchens and bathrooms and could sleep multiple people The tandem axle had a bedroom in the back.
Currently you can purchase a brand new fully self-contained Coleman 17 foot single axle trailer from a dealer which can sleep four in Portland for $13,995.
