I believe that the best Super Bowl halftime performance ever was ZZ Top.

We turn the TV off during half-time.
When I got to see the Super Bowl in person, Diana Ross showed up in a helicopter. She was past her peak, but was still a recognized name. I am glad I didn’t go when Usher or Snoop Doggy Dogg or whoever was there. Bad enough I had to see the Cowboys and Steelers. (Neil O’Donnell in a Super Bowl? How very Rex Grossman of them.)
When I was a kid the Super Bowl had groups like “Up With People”, now they go with edgy.
I think the Michael Jackson half-time show was such a draw, the NFL was hooked.

Rock bands do not play the Super Bowl because the NFL does not need to attract more dudes to watch the game, they all watch no matter who plays.

Only Rap is approved. Woke planners. Imagine someone suggesting having the Eagles or America as a half time show. They would be run out of town on a rail.

Informative link, that it makes it quite clear, I think. Especially when you bear in mind the demographics (rock fans tend older these days and are more likely watch the game regardless).
Simply put: the half-time show courts R&B/ hip-hop / pop, because that's where the market share is.
It just is what it is / good marketing sense.
I'd prefer a good rock artist myself, but I'm not going to fault someone running a commercial venture for choosing the widest audience.

Why Don’t Rock Bands Play the Super Bowl Halftime Show Anymore? So they don't have to humiliate themselves.

but plenty of worthy candidates remain. Among those who’ve never played are Guns N’ Roses, Billy Joel, Foo Fighters, Elton John, Eagles, Pearl Jam, Bon Jovi and Metallica.

I'm old enough to remember when marching bands did halftime at the Super Bowl.
Speaking of marching bands on football fields, "Tusk" by Fleetwood Mac is very underrated.

Rock music is Boomer and Gen X music. Their heyday is over.

The programners of the NFL are trying to attract viewers at halftime!
Who are the most popoular artists on the charts?
Classic rock bands are mostly dead. Except for the Rolling Stones, who already played there. Played there. (And only 3/5ths are so alive.
What contemporary rock bands are nearly as popukar as Drake, J.Lo, Shakira, Eminem. Dr. Dre, etc?
Even the great alertnative bands of the 1990s are all past their prime, many are defunct.
U2 might be the only exception I can think of that is still entact and perfotming. But they haven't had a charting record in a decade.
Boomers love football. X'ers like it too. The NFL is trying to get Milleniums and Zoomers to watch.

Why Don’t Rock Marching Bands Play the Super Bowl Halftime Show Anymore? Halftime shows should be performed by marching bands--as was the case with Super Bowl I.

Don’t watch the game, but I’d certainly tune in for this:
