Informative link, that it makes it quite clear, I think. Especially when you bear in mind the demographics (rock fans tend older these days and are more likely watch the game regardless).
Simply put: the half-time show courts R&B/ hip-hop / pop, because that's where the market share is.
It just is what it is / good marketing sense.
I'd prefer a good rock artist myself, but I'm not going to fault someone running a commercial venture for choosing the widest audience.

Lies, damned lies and Statista, eh?
I’ll pass on the manipulated data, with all due respect.

Didn’t Maroon 5 play a few years ago?

It's because The Red Hot Chili Peppers gave it away in 2014 that it's all lip-syncing and pre-recorded music.
Rock and Roll fans don't accept lip-syncing and pre-recorded tracks.
The NFL has been desperate to stem the trend of losing fans for decades now and the artists who do the halftime shows are ones who have a current song to pimp themselves out for. They'll get a surge in sales of their watered down pop music if they appear.
The NFL doesn't pay the performers - the labels pay to promote their latest pop act.
