Because he isn't a dictator. He created man to be free...and that means free to commit evil acts.

This world is man's making. God didn't make it evil...we did.

Read Romans 1:16-32. The Cliff notes version is that verse 16 has the ideal God wants from us (not afraid of the gospel). But the people Paul was writing about (perhaps Rome, perhaps the Jews, perhaps humanity in general) began to think that God doesn't exist even though it's plan as day He does (verses 18-23).

So God tries to make it clear that He does exist by removing His protective hand from part of our sinful nature until sexual immorality becomes the norm (verse 24). But instead of people going, "Zoink! How did we degrade so far? We need to get back to God", they instead reveled in their hedonism and worshipped other gods (verse 25). So God removed more of His protective hand from our sinful nature until heterosexual immorality became normal (verses 26-27). But that still wasn't enough of a wake-up call to how much we need to acknowledge God (verse 28). So God makes other sins the norm like murder, gossip, strife, deception, malice, disobeying parents, etc. (verses 29-31).

If we want it to end, IMHO we have to win the battle back in verse 18 and re-educate our culture on the existence and love of God. We can't expect a God-denying society to behave with God respecting morals.

Allow? It’s judgement.

Romans 1:18-32 makes clear what happens when we abandon God and turn to our own ways.
