It's an important question, as to which side:

  1. Specifically targets civilian structures like hospitals, schools and apartment buildings.
    On December 29 Russia launched about 158 missiles and drones at Ukraine, of which nearly 3/4 were shot down, but those which hit were said to be all civilian structures.

  2. Targets military sites which are shielded behind civilian cities like Belgorod, such that if drones are shot down, they often land in civilian areas.
So, the claim is that Russians are specifically targeting civilians for terrorist purposes, while Ukrainians target only Russian military but that is often located beyond civilian cities like Belgorad, so when shot down, Ukrainian drones fall randomly on civilian areas.

What the Russians did in Belgorod is like Hamas building their military tunnels under hospitals. Senior Hamas leaders met with senior Russian officials just 2 weeks before their big surprise attack on civilians. They also visited Iran. So my question is, who is learning from whom in terms of violating the “norms” of war by killing civilians?
