Not common but is usually done with a reason.
For me, my signature in blue along with a date of ddMTHyyyy
verifies it as a legitimate in-hand signature.
This is done for official government/business purposes where a “wet” signature is required for the authority.
It is highly probable that the signature from VP Biden in 2016 is the “real” Biden.
