Sure the discovery is theirs. Government supplied the cash. Scientists contribute the work. Was there a contract that provided for government take over under any circumstance before offering the money? Not likely.

Gov did for a while, but then released it to the public. To make that analogy fit, FedGov should take over the drugs and release them to the public (generics). Then prices would come down anyway since they couldn't gouge on prices anymore.
