However, if I understand correctly, there are hundreds of billions of dollars in Vladimir Putin's personal checking accounts in Swiss & other western banks, now temporarily frozen pending Putin's conviction of charges as a war criminal.
If or when Putin is convicted of war crimes, that money can be permanently seized and then used to help rebuild Ukraine.
But in the meantime, yes, certainly, Ukrainians are hurting terribly and can use whatever help they get.
