Every country in the West radically changed their immigration policies around 1965 and allowed mass Third World immigraion.

None of their populations wanted it, and they still don’t want it.

There have been numerous elections in the last 60 years in all these countries. In many cases “conservative” parties were elected. In some cases they promised to do something, but nothing ever happened.

It has never been just democrats. For example, this one that many on FR don’t want to see because it is one of their heroes. (at the prompt)

Ronald Reagan argues for "guest worker" program.

I suspect you misunderstand what Ronald Reagan was suggesting in 1980.
I remember it and also know exactly what he was talking about.

From 1942 through 1964 the US had a Bracero Program with Mexico, equivalent to what Germans then called "Guest Workers" -- they were permitted to come and work here in agriculture, and then return to Mexico when the seasonal work ended.
The US Bracero Program expired and ended in 1964, and Reagan in 1980 simply argued for its reintroduction.

It didn't happen, of course, because Democrats don't want controlled entries of, essentially, "guest workers", rather they want unlimited illegal migrants who will provide a permanent base for Democrat election successes.

That's what this is all about, and has always been.
