It's likely Epstein was an asset for multiple intel agencies especially CIA. He had intel,drugs,weapons,you name it that all the agencies wanted. THe compromising videos alone that he had of so many heavy hitters made him someone to be reckoned with and someone with a huge target on his back.
To even stay alive he had to be on the best terms with all of them including ISI,MI6,and all the rest.
