True, but those who gave or enforced the orders can be held accountable for all deaths or injuries. Especially those orders enforced after all of the problems were well known.
Whata ya bet they’ve locked up the grenades? Stoopid orders like the clotshots were/are have been adjudicated by fragging. I expect not everyone who was either punished for declining or injured by taking has a sense of humor? Ruining lives for no real bleeping reason can have consequenses.
