That would point to Trump as POTUS leaving the cities to fend for themselves-they can’t. Everything he does to improve them will be met with scorn. Putting the homeless in tents on the outskirts would be good but but they still won’t cooperate with the INS. If they won’t fend for themselves then starving the beast is the answer.
