Military command, merit and paygrade systems rely heavily on time in grade (TIG) and time in service (TIS). For example enlisted military members get pay increases based on milestones of TIS and seniority/leadership position is determined by TIG.
Unless this disparity is also addressed, there would be little incentive to return and find that your juniors at the time of your discharge are now your bosses simply because they got the shot and you refused it.
