That is an extraordinary confession, but it is far from factual.
The truth is that Ukraine's corruptions are roughly equivalent to those of other similar countries, from Turkey to Brazil, Philippines, Argentina and Mexico.
Further, Ukrainians have publicly battled against corruption and since 2000 improved their scores by more than double.

In the meantime, Russia's scores have remained virtually unchanged, in one of the lowest, most corrupt categories along with countries like Pakistan, Mozambique, Uganda, Congo, Iran & Iraq.

So, anyone claiming that, somehow, Ukrainians are uniquely corrupt, or even more corrupt than Russia, is pure nonsense.

On top of that, it's often claimed that Russians have more traditional conservative values than Ukrainians, which again is pure nonsense.
So here again is the comparison of Russian, USA and Ukrainian traditional family values:

Russians are 47% Christian, 45% no formal religion.
Americans are 64% Christian, 30% no formal religion.
Ukrainians are 85% Christian, 12% no formal religion.

Part of the explanation is simple and obvious -- Ukranians are far less urbanized than either Russians or Americans and less urban people tend to be more conservative in their values.
A second part of the explanation is that the Communist atheists Russians killed millions of Ukrainians in the 1930s Holodomor, so Ukrainians know for certain that God is not on the side of godless Russians.

Here again is the map of countries by perceived corruption index.
We can be certain today that no country, including the USA, has waged war against its own corruptions more vigorously than has Ukraine's government.

I prefer succinctness: Youcrayne is, by any objective measure, a hyper corrupt craphole infected with child trafficking gangs, organ harvesting gangs, massive money laundering operations and government corruption that is legendary. If you've ever worked with Youcraynians and also RuZZZIIaaans, you'd know just how deeply ingrained the penchant for thievery and conning is among them. There is no denying it. Youcrayne is a sinkhole of corruption and our also corrupt government has no business sending hard working US taxpayers' money there. End of story./
