US Military Air Command assigns call signs.
The AF1 appellation is reserved, historically, for a freely elected POTUS who, Constitutionally, is also C-in-C.
The consideration in that is, the fixed-wing aircraft that is assigned \by the military\ “AF1” has the C-in-C on board, being a MIL designation.
Consider that IF the football is on board, it’s every movement must be tracked for ‘contingency’ purposes as MILINT has the task of recovering that satchel.
If the military has evidence that POTUS is not the properly elected C-in-C, then they can decide to withhold the call sign until such time that the issue is resolved.
Kamala flies on AF2 because 1, she is not tied to the office of C-in-C.
If Trump were assumed by the military to be C-in-C (as offered here, earlier) that his flights on Trump Force would have the call sign of AF1.
Since it does not, he flies N757AF (as assigned by military air command) and should not be assumed as C-in-C.
Nor should it be construed that “the football” is on-board any flight that does not fly over the United States as AF1.
I have noticed exceptions to that rule.
Presumable for reasons of deception by the MIL.
What I was trying to get across is the fact that Trump has flown on 2 engined jet aircraft as president - not exclusively the 747...

When flying into Wilmington. Pres. Biden uses the 757.
Wilmington’s runway lengths are not enough to accommodate the 747.
