First and foremost, I want to acknowledge our combat brigades. All the warriors who are fighting at the hottest sections of the front lines. Thank you to all the warriors who, through their assaults and their resilience – heroic resilience – demonstrate in practice that Ukraine is capable of resisting Russian pressure, capable of defeating the occupiers, capable of winning.
The 53rd and 110th separate mechanized brigades, the 79th separate airborne assault brigade. Thank you, guys, for Avdiyivka and Maryinka! The 14th, 32nd, and 57th separate motorized infantry brigades – thank you for defending the Kupiansk direction. The 80th separate airborne assault brigade and the 93rd separate mechanized brigade – thank you, warriors, for the Bahmut direction, for advancing! The 33rd separate mechanized brigade – thank you for your strength in battles in the south of Ukraine!
Today, I had important negotiations with Prime Minister of the Netherlands Mark Rutte. I informed him about the situation on the front lines, about our actions, our capabilities. I am grateful for the assistance! For air defense systems, for ammunition for our soldiers, for powerful things that help us maintain the security of the eastern part of the Black Sea. Our agreements with Mark, which we discussed during the meeting in Odesa, are being implemented. It is also very important that the Netherlands has become the first state outside the G7 with which we started bilateral work on security guarantees. We discussed with the Prime Minister the results of the advisors’ meeting on the Peace Formula in Malta.
I met with a delegation from the U.S. Congress – three congressmen who are currently visiting Ukraine. It’s an important visit of solidarity. I’m grateful to everyone in Congress – from both parties – who helps defend freedom, to President Biden, his team, and every American who understands that freedom in the world can only stand when America is strong, and when there is no doubt among the enemies of the free world about American leadership. I informed the congressmen about the situation on the front lines, the very successful use of U.S. ATACMS recently provided to our defense forces. Of course, we also discussed the issue of military and budgetary support.
Today, I also held several important meetings regarding our future international steps. A wrap-up meeting regarding the advisors’ meeting in Malta and future plans regarding the Peace Formula. A meeting on the expected assessment from the European Commission regarding our progress in European integration. And also a meeting regarding our strategy to keep the world’s attention on Ukraine, to support the unity that helps us defend ourselves and ensure the systematic weakening of the aggressor state.
We must soberly assess the Russian system. They have mobilized all their forces to try not to lose what they seized in Ukraine, but in doing so, they have contaminated their own territory with such a level of hatred and degradation that, for the second time this year, Russia is losing control over events. We see that mutineers are heading to Moscow, and no one is stopping them. We see that the power vertical in Dagestan is evaporating, leading to a real upheaval. These are all signals that Russia can, for now, sustain military operations and increase pressure on the frontlines in some places but is unable to withstand this strategic confrontation.
Strategically, we all must be strong, we must be united, and we must do everything possible and impossible to withstand, to reclaim what is ours, and to prove that freedom is indeed stronger than hatred and aggression. For this, our unity is needed, unity between us, unity across all of Europe, unity in America, and unity throughout the free world... Unity is the most effective, precise, and long-range weapon.
I thank everyone who is helping! I thank each and every one who is fighting and working for the sake of Ukraine!

Day 614 of the russian full-scale military aggression against Ukraine continues.
During the day of October 30, there were 30x combat engagements. The enemy launched a total of 7x missile and 47x air strikes, 43x MLRS attacks at the positions of Ukrainian troops and various settlements. Unfortunately, the attacks have wounded civilians. Private residential buildings and other civilian infrastructure were destroyed or damaged. Also, russian occupants launched yet another strike on Ukraine, using 12x Shahed-136/131 attack UAVs, 2x Kh-59 air-launched guided missiles, and 4x Iskander-M ballistic missiles. Ukrainian air defense forces and means destroyed all of the attack UAVs and 2x air-launched guided missiles of the adversary.
The operational situation in east and south of Ukraine remains difficult.
VOLYN AXIS and POLISSYA AXIS: no significant changes. No signs of formation of an offensive group. Certain units of the armed forces of belarus continue their missions in the areas bordering Ukraine.
SIVERSHCHYNA and SLOBOZHANSHCHYNA AXIS: the adversary maintains its military presence in the areas of russia bordering Ukraine. The enemy continues its sabotage and reconnaissance activities, shelling Ukrainian settlements from the territory of russia and increases the density of minefields along the state border of Ukraine. More than 10x settlements came under enemy artillery and mortar fire, including Dibrova (Chernihiv oblast), Atynske, Stepok, Hrabovske (Sumy oblast) , Strilecha, and Stroivka (Kharkiv oblast).
KUPYANSK AXIS: the enemy conducted unsuccessful assault operations in the vicinity of Synkivka (Kharkiv oblast). The invaders fired artillery and mortars at around 10x settlements, including Kamyanka, Dvorichna, Synkivka, Petropavlivka, and Ivanivka (Kharkiv oblast).
LYMAN AXIS: the enemy did not conduct any offensive (assault) operations. The invaders launched air strikes in the vicinities of Serebryanske forestry, Spirne, and Vyimka (Donetsk oblast). Also, the invaders fired artillery and mortars at Nevske, Bilohorivka (Luhansk oblast), Spirne, and Rozdolivka (Donetsk oblast).
BAKHMUT AXIS: the enemy made unsuccessful attempts to regain the lost ground near Klishchiivka, and launched air strikes in the vicinities of Andriivka and Kurdyumivka (Donetsk oblast). More than 10x settlements came under artillery and mortar fire, including Chasiv Yar, Ivanivske, Klishchiivka, Bila Hora, and New York (Donetsk oblast).
AVDIIVKA AXIS: the enemy conducted unsuccessful assault operations in the vicinities of Avdiivka, Tonenke, and Pervomaiske (Donetsk oblast), where the Ukrainian Defense Forces repelled 5x attacks. Also, the adversary launched air strikes in the vicinities of Arkhanhelske, Novokalynove, Novobakhmutivka, Semenivka, Stepove, Berdychi, Avdiivka, Sjeverne, and Orlivka (Donetsk oblast). The enemy fired artillery and mortars at 15x settlements, including Oleksandropil, Keramik, Stepove, Avdiivka, and Sjeverne (Donetsk oblast).
MARYINKA AXIS: with the air support, the adversary conducted unsuccessful assault operations in the vicinities of Maryinka and Novomykhailivka (Donetsk oblast). The Ukrainian defenders repelled more than 10x attacks in that area. Also, the adversary launched air strikes in the vicinities of Oleksandropil, Katerynivka, and Novomykhailivka (Donetsk oblast). Around 10x settlements of Donetsk oblast, including Krasnohorivka, Heorhiivka, Maryinka, Pobjeda, and Novomykhailivka, were under artillery and mortar fire of the occupiers.
SHAKHTARSKE AXIS: the adversary conducted unsuccessful assault operations in the vicinity of Staromaiorske (Donetsk oblast). The occupiers launched an air strike in the vicinity of Vuhledar (Donetsk oblast). Around 10x settlements, including Vodyane, Vuhledar, Prechystivka, Zolota Nyva, and Blahodatne (Donetsk oblast), came under artillery and mortar fire.
ZAPORIZHZHIA AXIS: the adversary did not conduct any offensive (assault) operations. At the same time, the enemy launched an air strike in the vicinity of the settlement of Novodarivka (Zaporizhzhia oblast). More than 20x settlements, including Malynivka, Poltavka, Huliaipilske, Orikhiv, Mali Shcherbaky, and Kamyanske (Zaporizhzhia oblast), came under artillery and mortar fire.
KHERSON AXIS: the occupiers launched air strikes in the vicinities of Novoberyslav, Zmiivka, Kozatske, Beryslav, Mykolaivka, and Tyahynka (Kherson oblast). Kherson, Kizomys, Bilozerka (Kherson oblast), Solonchaky, and Ochakiv (Mykolaiv oblast) suffered from enemy artillery shelling.
At the same time, the Ukrainian Defense Forces continue their offensive operation on Melitopol axis and offensive (assault) operations on Bakhmut axis, inflicting losses in manpower and equipment on the occupation forces, exhausting the enemy all along the front line.
During the day of October 30, Ukrainian Air Force launched 19x air strikes on the concentrations of troops, weapons, and military equipment, and 1x air strike on the anti-aircraft missile system of the adversary.
The Ukrainian missile troops hit 1x air defense system, 5x concentrations of troops, weapons and military equipment, 9x artillery systems, and 6x other important targets of the russian invaders.

President of Ukraine Volodymyr Zelenskyy met with a bipartisan delegation from the House of Representatives of the United States, including James French Hill, Michael Quigley, and Stephen Lynch, who are currently visiting Ukraine.
The Head of State said that such solidarity visits send a powerful signal of support for our country and the entire Ukrainian people from the United States. This is especially important as the aggressor state plans to continue its missile terror against Ukrainian cities and critical infrastructure objects in the lead up to winter.
“We highly appreciate the fact that the Republican and Democratic parties, the administration of President Joseph Biden, as well as the U.S. Congress, are united in supporting Ukraine. This is indeed a powerful message to the world that we will prevail in our fight for our common values – freedom and democracy,” Volodymyr Zelenskyy said.
During the meeting, the continuation of effective and comprehensive support for Ukraine from the United States was discussed. In this context, there was an emphasis on the importance of President Joseph Biden submitting a budget request to Congress for funding assistance to Ukraine, which includes provisions for budgetary and military aid.
“Since the early days of the full-scale invasion, U.S. support remains unwavering, which has helped unite the world around Ukraine. Continuing such assistance is the key to our country’s success in countering Russian aggression,” the President said.

By transferring Ukrainian citizens to its territory, the Russian Federation grossly violates the Geneva Conventions and the norms of international humanitarian law regarding the humane treatment of civilians during war. In particular, the occupying state has no right to forcibly move civilians from the occupied territory to its own.
Moreover, Ukrainian citizens from the temporarily occupied Crimea are being pressured and tested by the harsh climate. After all, according to European penitentiary rules, prisoners must be sent to serve their sentences in institutions located near the city of residence.
The ECtHR has also recognized in its practice that placing convicts in a remote colony (located several thousand kilometers from the city where their families live) constitutes an interference with their rights under Article 8 of the convention for the protection of human rights and fundamental freedoms.
The international community must respond decisively to the violation of international humanitarian law by the Russian Federation and demand the immediate release of all illegally imprisoned citizens of Ukraine!

In the Vinnytsia region, the number of cases of hepatitis A is increasing. The disease was detected in Mohyliv-Podilskyi, Khmilnyk, Kalynivka, Haisyn and Koziatyn. Patients are in infectious diseases departments of community medical institutions.

“Today, we have the largest number of patients at the Clinical Center for Infectious Diseases – 89 with a confirmed diagnosis and 12 with suspected hepatitis A. In the Children’s Regional Infectious Diseases Hospital, we have 23 children whose diagnosis has been confirmed and three are suspected. All patients are moderately severe. There are no heavy ones,” the RMA noted.
