Thats a stretch. Another conspiracy theory, or you have real evidence? Not that Nuland wouldnt like that, but actually executing that? Nope, just lots of greedy people on both sides who cant get along.

No, fool, that was a response to Russia starting a revolution in the Ukraine, and then seizing Crimea.
Why would any country not build up their army after that???
